On April 10, the National Energy Administration announced that on April 6, it organized the 2023 National Oil and Gas Pipeline Planning, construction and protection conference in Changzhou, Jiangsu Province to implement the new deployment and requirements of the Party's 20 National Congress on energy work, promote the construction of oil and gas production, supply, storage and marketing system, and accelerate the improvement of the "One network across Country" as well as coordinate the pipeline-protection work.

According to the meeting, the work system of strategic planning, implementation plan, annual plan and major projects in the oil and gas industry should be continuously improved, guided by the construction of the oil and gas production, supply, storage and marketing system, and centered on the layout of major infrastructure. The focus of oil and gas pipeline planning and construction in 2023 is to implement the oil and gas construction of “One network across Country” and the major oil and gas pipeline network projects. At the same time, the mid-term evaluation and optimization of the 14th Five-Year Plan should be taken as an opportunity to further strengthen the connection between provincial and enterprise plans and national plans, and effectively ensure the implementation of national strategies and plans.

The meeting highlighted that efforts should be made to ensure the supply and price of natural gas this year to ensure people's gas needs. We will resolutely implement the reform decisions and arrangements of the central government, deepen reform of the oil and gas pipeline network system, and develop the service industry with high quality. We should pay more attention to the construction of gas storage capacity and strengthen market regulation and risk response. Furthermore, we will comprehensively improve pipeline protection and management, strengthen responsibility implementation, source control and coordination between government and enterprise, and ensure the safe and stable supply of oil and gas.
